“放管服”改革背景下岳阳市城市绿地设计审查模式响应策略

高城市绿地设计质量是满足人民美好生活需要的重要因素。文章对岳阳市现状城市绿地设计审查模式进行探讨,提出其存在设计审查环节缺失较多、审查部门设计要求很少和设计领域信用制约缺失三方面问题,导致城市绿地设计质量无法保障。同时,文章以岳阳市三个公园方案设计成果为例进行印证,得出上述三方面问题是造成城市绿地设计成果完整性差和设计质量问题突出的主要原因。工程建设项目审批制度改革为保障城市绿地设计质量提供了契机。文章结合改革要求,顺势而为,提出建立"告知+承诺"城市绿地设计审查模式、夯实"告知+承诺"审查模式运行基础和引导"告知+承诺"审查模式按三阶段推进的响应策略,"借审批制度改革之手"提高城市绿地设计质量。

The quality of urban green space design is important to people’s daily life.The paper discusses the the model of green space design inspection model of Yueyang city,and points out its flaws in inspection steps,design requirement,and credit system may undermine the quality of urban green space design.The point is verified in three park design proposals.As the reform of construction project inspection model is underway,the paper proposes a new"notification+commitment"inspection model of green space design with three steps:establishment,consolidation,and guidance.It will improve the quality of urban green space design by institutional reform.
