郊野单元控制性规划管控思考与策略

A Reflection on the Regulatory Plan Governance of Countryside Unit

郊野地区有别于城市集中建设区,是以非建设用地和村庄类建设用地为主的城市近郊区域,是目前城市规划管理管控的"真空"区域。加强郊野地区管控是实践生态文明、控制城市蔓延、推动美丽乡村建设和推进土地高效利用的重要方式。文章通过总结国内相关郊野地区的规划实践,结合乡村振兴及全域土地整治和用途管控的规划新导向,面向未来郊野地区的有效管控,提出四点思考与建议,即郊野地区要以低效用地识别为重点展开现状用地精细化识别;要系统研究刚性与弹性开发边界管控,科学化判断发展总量与规模;要综合化管控发展格局,精准引导新兴功能入驻并促进存量用途更新;要通过激励性政策和动态化电子信息平台保障郊野地区管控的高效实施。文章从规划研判-规划制定-规划实施落位的逻辑推演角度出发,对郊野地区控制性规划管控进行系统研究,并提出建设性思考和建议,从而促进郊野地区管控的科学化发展。

The countryside special areas,different from the centralized urban built-up areas,are recognized as the suburban territory mainly consisting of non-construction land and villages.At present,the countryside special areas are areas with ineffective planning control and administration vacuum.Therefore,strengthening and elaborating the stipulations in countryside special areas is significant in practicing ecological civilization,controlling urban sprawl,promoting beautiful village construction and exploring efficient land use methods.By summarizing the relevant planning cases and the latest policy orientation on countryside special areas,this article puts forward four main thoughts and suggestions.Firstly,comprehensively identifying the current situation with focus on existing inefficient land use is the necessary foundation.Secondly,thorough studies on rigid and elastic development boundary are needed before determining the total development amount in countryside special areas.Thirdly,special attention should be paid to judging the introduction of new land-use features and the update of currently ineffective land utilization.Last but not the least,motivational policies and GIS-based information platform are guarantees to facilitate a useful and valid planning management.This article following the logic order from understanding the status quo to planning research and implementation,intends to inspire the thought-provoking ideas and meaningful advice,so as to stimulate a steady and orderly development in country side special areas.
