摘要
如何有效地治理邻避冲突是我国城市化进程中不可回避的难题。地方政府通常基于公共利益和专业知识来推进邻避设施的选址与建设,而公众通常将邻避问题置于日常生活经验所形成的风险感知中加以考虑,以一种地方性知识生产方式来建构风险议题。这种知识生产方式在很大程度上消解了地方政府与技术专家的专业知识,形成了风险异议,进而产生了邻避冲突。要有效破解邻避冲突僵局,就要强化基于风险沟通的合作性知识生产方式,促进政民之间开放性、审议式的良性对话,同时警惕权力与技术的合谋,重塑公众对政府风险监管的信任。
How to achieve successful site selection of NIMBY is an unavoidable problem in the process of urbanization in China. In the NIMBY conflicts,the public usually considers the risk of NIMBY in the risk knowledge and risk-benefit model formed by daily life experience. The reason why the local knowledge of the public overwhelm the government’s professional knowledge and causes risk objection is largely due to the institutional environment of government decision-making. To effectively manage NIMBY conflicts,it is necessary to strengthen risk communication,strengthen open and deliberative dialogue between the government and the public,guard against the collusion between power and experts,and rebuild the public’s trust in government supervision.
