近几年来,我国政府采购政策频频出台,为政府采购发展确定了方向.在这种大背景下,高校的政府采购改革也得到了进一步凸显和深入,特别是2016年一系列“放管服”[1]政策的出台,在高校政府采购中引起较大反响,很多高校纷纷对自身的采购政策与实践进行了调整.“放管服”政策成为高校政府采购改革的主旋律,无论是从采购机构设置还是职能划分都呈现出符合各自校情的走向,分别代表了自身对“放管服”政策的理解与实践,为我国政府采购政策的完善以及高校的具体实践提供了参考依据.

In recent years, Chinese government has adopted many policies with regards to government procurement, it sets the direction for government procurement development. Under this background, government purchase in college revolution is becoming more prominent and deeper. Especially in 2016, with a series of policies published, many universities made some positive adjustment and attempt on their procurement policies and actions. "Decentralization, management and service" policy has become main theme of government procurement revolution. No matter from the view of procurement institutions setting or the view of function division, it always presents fitting situations for different universities, it represents the understanding of these policies and provides reference evidence for our government procurement policy improvement and universities action movement.
