Innovating the Grass-roots Social Governance with Honesty and Credit in the New Era

当前,我国正处于社会转型期,各种社会矛盾易发多发,各种利益诉求不断涌现,各种不稳定因素交织叠加,这些都使得基层社会治理面临的形势更加严峻复杂。诚信建设是解决我国当前基层社会治理难题、推动社会治理现代化的重要抓手。诚信建设有助于提高全民的诚信道德素养,规范社会主体的诚信行为,协调社会群体的利益关系,化解社会矛盾,促成社会合作。新时代加强诚信建设、解决治理危机需从几个方面着手:第一,拓宽视野,树立正确的诚信观,对诚信建设进行全局规划和系统设计;第二,打造诚信政府,充分发挥基层政府在诚信建设中的主导作用;第三,发展和壮大社会组织,提高社会组织的社会公信力;第四,加强对公众的诚信文化教育,提升社会公众的诚信道德素养。

At present,our country is in the period of social transformation,various social contradictions are prone to occur frequently,various interests are constantly emerging,and various unstable factors are intertwined and superimposed,all of which make the situation faced by grass-roots social governance more severe and complex.Honesty and credit construction is an important approach to solve the current problems of social governance.It can help to improve the moral quality of the whole people,regulate the honesty and credit behavior of social subjects,coordinate the interests of social groups,resolve social contradictions and promote social cooperation.In order to strengthen the honesty and credit construction in the new era and alleviate the crisis,efforts should be made in the follow aspects:first,broaden our horizons,establish a correct concept of honesty and credit,carry out overall planning and system design for the honesty and credit construction;second,build an honest government to give full play to the leading role of grass-roots government in the honesty and credit construction;third,develop and strengthen social groups.Fourthly,strengthen the education of citizens’honesty culture and enhance the public’s honesty and morality.
