共享发展理念下扶贫生态系统构建

Construction of Poverty Alleviation Ecosystem under the Concept of Shared Development

以发展的眼光研究贫困问题,中国的减贫工作依然任重道远。共享发展理念下,精准扶贫不仅需要实现减贫,更需要实现可持续性减贫。可持续性减贫,就是要在努力消除贫困的同时,促进经济与社会的可持续发展——在提升人口素质、提高人民生活水平和保护环境、资源永续利用的前提下,使经济和社会同步发展。保证减贫内在机制的可持续性和外在支撑环境的可持续性是达成这一目标的必要条件。在这一背景下,本文探讨了共享发展理念下实现可持续减贫所需的扶贫系统重构及扶贫生态系统构建问题,提出了扶贫生态系统的概念,并从概念内涵、系统特征、机制设计、系统构建以及实现路径等方面,深入分析了全面打造和构建全社会扶贫生态系统的思路。

In view of the development of poverty,the poverty reduction campaign in China still has a long way to go.With the development of sharing,the targeted poverty alleviation requires not only poverty reduction,but also sustainable poverty reduction.The key to achieving sustainable poverty reduction is to promote the economic and social sustainable development while striving to eradicate poverty,to realize the ability to meet the needs of the current generation without damaging the needs of future generations.Ensuring the sustainability of the underlying mechanisms of poverty reduction and the sustainability of external support environments is a necessary condition for achieving this objective.Under this background,this paper discusses the reconstruction of poverty alleviation system and the ecological construction of poverty alleviation under the premise of shared development.The concept of poverty alleviation zoology is also put forward in this paper.Then,this paper offers some solving ideas of the poverty alleviation zoology construction,including the concept connotation analysis,system characteristics analysis,mechanism design,system construction and realistic path analysis.
