摘要
基础研究是技术进步的源头与根基,国家基础研究能力是重大技术创新发展的基础,对国家实力以及国际竞争力有着越来越重要的作用,探究基础研究投入对技术进步的影响对于加快推动我国经济转型升级具有重要意义。本文运用我国30个省份1998-2014年省级面板数据进行实证分析,测度我国基础研究投入对技术进步的影响。结果显示,基础研究投入对我国技术进步具有促进作用,且影响显著,但其通过知识溢出、人力资本、专利等方式促进技术进步的作用并不明显。在对以上结果进行分析的同时提出优化产学研合作、设计适合基础研究的科学合理的绩效评价体系、探索基础研究科研人员激励机制、加强知识产权保护、鼓励地方加强基础研究投入等措施支持基础研究发展的政策建议。
Basic research is the origin and root of technical advancement. The ability of basic research of a country is the base of the development of major technical innovation,and exerts increasingly important influence on the national power as well as national competition. So,exploring impacts on technical advancement from basic research output is important for the acceleration and promotion of economic transformation and upgrading for China. An empirical analysis of the panel data in 30 provinces in China from the year 1998-2014 is made in the paper to estimate impacts of the basic research funding on the technical advancement in China. The empirical results indicate that the basic research funding exhibits positive effect on the technical advancement in China,and the effect is robust,but the effect of the interactive variables,including knowledge spillover,human resource and patent,are not robust. Relied on the empirical results,policy recommendations for further fiscal supports of the development of basic research are provided,such as optimizing the cooperation between industry and university,designing more scientific system of basic research performance evaluation,exploring motivation mechanism for researchers,strengthening the protection of intellectual property and encouraging regions to increase the basic research output.
