日本“印太构想”及其秩序构建

Japan’s Indo-Pacific Vision and the Building of Order

“印太构想”本质上是在国际秩序面临变动的新环境下,日本试图在新的地缘政治和地缘战略板块“印太”地区构建一个新秩序的对外战略,具有被动应对和主动构建的双重动因,旨在塑造符合日本利益的国际秩序环境。在战略推进中,“印太构想”注重构建基于民主价值观的指导性联盟、强化规范性的“规则”、推进高质量基础设施建设以促进地区一体化,以及提升地区整体安全能力、构筑安全秩序环境等,试图构建出日本主导的印太秩序。“印太构想”对秩序的构建呈现出基于连接的一体性、结构的差序性、合作与对抗并存的矛盾性等特点。“印太构想”及其推进,体现了新时期日本的战略性秩序观,需要深入研究。

Japan’s Indo-Pacific vision essentially reflects Japan’s attempt in building a regional order in the Indo-Pacific,the newly emerging geo-political and geo-strategic areas,in the context of changing international order.The attempt is driven both by the external pressure and internal motivation,with the aim of building an international environment favorable to Japan’s national interest.Japan’s Indo-Pacific vision is implemented in a way of focusing on the building of the“guiding alliance”based on the view of democratic values,strengthening the rules and regulations,promoting infrastructure programs of high quality in order to build the regional integrity and improve security capability.The building of order in Japan’s Indo-Pacific vision is characterized with the unity based on connectivity,difference of structure and the coexistence of cooperation and confrontation.Japan’s Indo-Pacific vision reflects Japan’s view of order in the new era,which needs further study.
