摘要
作为全国雾霾重灾区,河北省政府运用了经济激励型、命令控制型、公众参与型三种工具缓解经济发展与环境污染的矛盾,实施了一系列雾霾治理举措,成效并太不显著。基于此,本文系统梳理河北省环境规制工具的应用现状,根据河北省环境规制工具存在的问题,进而提出优化河北环境规制工具的建议。
As the national haze disaster area,Hebei provincial government used economic incentive,command-control,public participation three tools to alleviate the contradiction between economic development and environmental pollution,implemented a series of haze control measures,and the results are not significant.Based on above,this paper systematically sorts out the application status of environmental regulation tools in Hebei Province,and puts forward suggestions on optimizing environmental regulation tools in Hebei Province according to the existing problems of environmental regulation tools in Hebei Province.
