基于大数据和互联网、物联网技术的发展,构建应急物流物资储备供应模式,建设应急物流信息管理平台,合理布局物流网络,科学管理物资,合理控制库存,发挥大数据在应急管理中的作用。鼓励社会参与,采用专门储备、委托储备、协议储备等多元化主体的采购与储备的模式,解决应急物流在快速反应、信息沟通、合理库存、社会参与等方面的不足。建立跨行政区域的信息共享、联合调度机制,充分利用资源。建立完善检查、监督制度,提高应急物流的快速反应性能。

Based on the development of big data,Internet and Internet of Things technologies,build an emergency logistics material reserve supply model,build an emergency logistics information management platform,rationally layout logistics networks,scientifically manage materials,rationally control inventory,and play the role of big data in emergency management.Encourage social participation and adopt a model of procurement and reserve of diversified entities such as special reserves,entrusted reserves,and agreement reserves to solve the shortcomings of emergency logistics in terms of rapid response,information communication,reasonable inventory,and social participation.Establish information sharing and joint scheduling mechanisms across administrative regions and make full use of resources.Establish and improve the inspection and supervision system to improve the rapid response performance of emergency logistics.
