摘要
为加强化工企业安全管理水平与效率,以S化工企业为例,从常规作业活动、检维修作业活动、设备设施、操作程序、工艺过程与场所环境六个方面进行HSE风险识别。基于HSE风险识别知识库形成隐患排查标准知识库,并运用LEC打分法对隐患进行等级评价。依据相关知识库建立HSE风险管控系统,利用信息化手段进行作业安全管理与隐患排查,在企业内部形成隐患的闭环管理。依靠系统各功能之间的信息同步,将厂区图纸划分区域,在系统内采用积分算法将各区域的实时风险标记颜色显示在电子图纸上,构成动态风险分布图,加强企业人员之间的风险信息交流,降低风险发生概率,实现化工企业安全的动态管理。
In order to strengthen the safety management level and efficiency of chemical enterprises,taking S chemical enterprises as an example,HSE risk identification is carried out from six aspects of routine work activities,inspection and maintenance activities,equipment and facilities,operating procedures,process and site environment.Based on the HSE risk identification knowledge base,a hidden danger test standard knowledge base is formed,and LEC scoring method is used to grade the hidden dangers.HSE risk management and control system is established based on relevant knowledge base,to use information technology to conduct job safety management and hidden danger investigation,and form closed-loop management of hidden dangers within the enterprise.Relying on the information synchronization between the various functions of the system,the area drawing of the plant area is divided,and the integration algorithm is used in the system to display the real-time risks mark color in each region on the electronic drawings,which constitutes a dynamic risk distribution map,to strengthen the exchange of risk information between enterprise personnel,reduce the probability of occurrence of risks,and realize the dynamic management of chemical enterprise safety.
