以项目化管理推进“双高计划”的几点思考

Some Thoughts on Promoting “Double High-Quality Plan” with Management by Project

2019年2月,教育部出台了《国家职业教育改革实施方案》,标志着中国特色高水平高职学校和专业建设计划(“双高计划”)正式启动。“双高计划”有具体的目标任务、经费投入和时间周期,这些都是项目的典型特征。如何以项目化管理来推进“双高计划”,保证高质量完成任务,作者思考了以下四点:一是建立完善的项目管理组织机构;二是建立有效的奖惩制度;三是形成定期与随机结合的检查机制;四是建立完善的项目成本管理制度。

In February 2019,the Ministry of Education issued the national vocational education reform implementation plan,which marks the official launch of the high-level vocational schools with Chinese characteristics and professional construction plan(“Double high-quality plan”).“Double high-quality plan”has specific objectives and tasks,investment and time cycle,which are typical characteristics of the project.How to promote the“Double high-quality plan”with the management by project and ensure the high quality to complete the task,the author thinks about the following four points:First,establish a perfect project management organization;second,establish an effective reward and punishment system;third,form a regular and random inspection mechanism;fourth,establish a perfect project cost management system.
