公安机关组织管理制度存在着体制机制不顺,事权划分不清晰,致使职能交叉,机构设置不规范,职级待遇不统一,工资待遇与公务员无差异,没有体现人民警察的职业特点等诸多问题,这是推动《公安机关组织管理条例》修改与完善的内在动力,它不仅是构建公安机关机构职能体系和深化公安改革的时代要求,也是优化、整合和实现公安机关组织管理整体效能的必然选择。公安机关组织管理制度涉及到组织管理的理念、体制、运行机制等方面的整合、构建与规范。对现行的《公安机关组织管理条例》进行必要的梳理与研判,提出修改的建议与设想,体现了“立法先行”的思维方式,充分发挥立法的引领与规制作用。

Public Security Organ Organization Management system has unsatisfactory institutional mechanism and power division,resulting in overlapping functions,unregulated institutional settings,inconsistent position treatment,no difference in wages with civil servants,and no reflection on the police professional characteristics.It is internal force to promote the revision and improvement of the Public Security Organ Organization Management Regulations.It is not only the time requirement for constructing the functional system of public security organs and deepening the reform of public security,but also the inevitable choice for optimizing,integrating and realizing the overall effectiveness of public security organs.The system involves the integration,construction and regulation of the concept,system and operational mechanism of organizational management.The current Public Security Organ Organization Management Regulations are necessary to be sort out and judged,propose suggestions and ideas,and reflect the“legislation first”,giving full play to the legislative guidance and regulations.
