我国自由贸易试验区制度创新的认识误区及现实困境

Misunderstandings and Practical Difficulties on FTZ’s Institutional Innovation in China

通过对我国11个自由贸易试验区实地调查研究,发现对自由贸易试验区制度创新的认识误区主要集中于其核心功能、与国际间自贸区的关系、与国外自贸园区的关系、与国内经济功能区的关系、吸引企业的手段等方面。其体制性困境是:普遍存在功能定位偏差、制度创新的协调成本高、难以承接省级经济管理权限、制度创新动力不足。为此,本文提出了营造社会氛围、聚焦制度创新功能、理顺管理体制机制、科学设计下放省级经济管理权限、构建容错机制等建议。

Based on the field investigation of 11 pilot free trade zones in China, it is found that the misunderstanding of the system innovation of pilot free trade zones mainly focuses on its core function, the relationship with international free trade zones, the relationship with foreign free trade zones, the relationship with domestic economic functional zones and the means to attract enterprises. Its institutional dilemma is: there are widespread functional positioning deviation, high coordination cost of institutional innovation, difficulty in undertaking provincial economic management authority, lack of institutional innovation power. For this reason, this paper puts forward some suggestions, such as building social atmosphere, focusing on system innovation function, rationalizing management system and mechanism, scientifically designing and delegating provincial economic management authority, and constructing fault tolerance mechanism.
