基于高质量发展的电网投资效率效益评估体系研究

Research on Efficiency and Benefit Evaluation System of Power Grid Investment Based on High Quality Development

基于经济高质量发展内涵,全面梳理总结电网投资高质量发展内涵要素,提出增量投入、存量投入、产出效率效益的电网投资效率效益评估指标体系和K-均值聚类改进数据包络分析的效率评估方法,并基于判别分析法比较其与传统方法评估的准确率。最后,基于指标效率敏感性分析获得后续投资待改进的方向。实证分析表明,提出的方法体系较传统评估方法准确率更高,可为高质量发展下电网投资效率效益评估提供支撑。

Based on the connotation of high-quality development of economy,the high-quality development connotation elements of grid investment are comprehensively summarized and concluded,grid investment efficiency and benefit evaluation index system including incremental input,stock input and output efficiency and data envelopment analysis improved by K-means clustering are proposed.The accuracy of the evaluation method is compared with the traditional method based on the discriminant analysis method.Finally,based on the indicator efficiency sensitivity analysis,the direction of subsequent improved investment is obtained.The empirical analysis shows that the proposed evaluation method system has higher accuracy than the traditional method,which can provide support for the efficiency evaluation of grid investment efficiency under high quality development.
