摘要
经过70年、特别是十八大以来的发展,中国电力工业进入了从高速发展转向高质量发展的关键阶段。电力工业高质量发展是体现"五位一体"新发展理念的发展,需要通过质量变革、效率变革和动力变革加以实现。电力工业高质量发展的核心是提高效率,改革、开放和创新是提高效率的重要手段。中国电力工业高质量发展的机遇与挑战并存。人民对美好生活的向往、电气化水平的不断提高、煤炭清洁化利用、能源转型、多能互补、电力体制市场化改革、"一带一路"倡议及电动汽车电采暖等电能替代政策,都是中国电力工业发展的重大机遇。但也面临大规模清洁转型压力、电力系统效率还不够高,电力成本还不低,体制机制还不完善。因此,我们要抓住能源转型的历史机遇,建立高质量的绿色电力体系;深化电力市场化改革,完善电力工业高质量发展的体制机制;科学化解当前电力工业发展中的各种问题。
After 70 years of development, especially the development of the 18th National Congress, the development of China’s power industry has entered a critical stage of transformation, restructuring, and power change. The high-quality development of the power industry is a development that reflects the new development concept, and it must be achieved through quality change, efficiency change and power change. The core of high-quality development in the power industry is to improve efficiency. Reform, openness and innovation are the core of efficiency. Opportunities and challenges for the high-quality development of China’s power industry coexist. The people’s longing for a better life, the continuous improvement of the level of electrification, the clean utilization of coal, energy transformation, multi-energy complementarity, market-oriented reform of the power system, the "Belt and Road Initiative" and electric vehicle electric heating and other energy substitution policies are all China Power. A major opportunity for industrial development. However, it is also facing the pressure of large-scale clean transformation, the efficiency of the power system is not high enough, the cost of electricity is not low, and the system and mechanism are still not perfect. Therefore, we must seize the historical opportunity of energy transformation, establish a high-quality green power system;deepen the reform of power market, improve the system and mechanism of high-quality development of the power industry;and scientifically resolve various contradictions in the development of the power industry.
