Progress report on regulation control of power grid investment cost

电网价格规制方式决定着电网企业收入、利润和价格水平,也是影响电网投资激励和投资成本控制的重要因素。本研究系统梳理了价格规制对电网企业投资激励和投资成本控制强度影响的文献,在此基础上,介绍了电网投资成本控制的规制方法以及各国规制者管理电网投资不确定性的方法。最后,指出各国也是越来越多地采用事前和事后审查相结合的方法,并建立规制不确定性框架,来加强投资成本规制控制和应对投资不确定性。

The price regulation mechanism of power grid determines the income, profit and price level of power grid enterprises. It is also an important factor affecting the investment incentives and the investment cost control of power grid. This research Systematically combs the literature on the impact of price regulation on investment incentives and the investment cost control intensity of power grid. On this basis, it introduces the regulation method of grid investment cost control and the method of national regulators to manage grid investment uncertainty. Finally, it is pointed out that most of countries are increasingly adopting a combination of ex ante and ex post review and establishing a regulatory uncertainty framework to strengthen investment cost regulation control and respond to investment uncertainty.
