电力市场评估指标体系设计及应用——基于模糊层次分析法对云南电力市场的综合评价 被引量:10

摘要 随着电力市场改革逐渐深入,电力市场建设和运营中的一些问题逐渐浮现出来,其中如何建立有效的电力市场评估体系以反映市场建设和运营中的问题,一直是业内争论的焦点。国外虽然已建立相对完善的电力市场评估体系,但是考虑到我国不同省份电力市场依据其电源、负荷和网架结构的不同而各具特色,因此需要总结我国各省电力市场的共同特点,建立科学合理的电力市场评估体系。本文分析了我国电力市场特点,研究并提出了电力市场评估要点,结合全国电力市场特点和评估需求,设计了一套完整的反映电力市场运营发展情况的电力市场评估指标体系。并基于云南电力市场的实际数据,采用结合层次分析法(AHP)的模糊综合评价法对云南电力市场进行了综合评估。 With the deepening of the power market reform,problems in the development and operation of the power market gradually emerge,but it is still under discussion that how to establish an effective power market evaluation model to reflect those problems.Although foreign countries have developed relatively advanced power market evaluation models,considering that the power market in different provinces of China has its own characteristics according to its power supply,load and grid structure,it is necessary to conclude the similarity of the power market in different provinces in China and establish a scientific and reasonable power market evaluation system.This paper analyzes the characteristics of China power market,studies and proposes the key points of power market evaluation,and forms a complete set of power market evaluation mode that reflects the operation and development of the power market by combining the characteristics and evaluation requirement of the China power market.The comprehensive evaluation of the Yunnan power market was carried out by using the fuzzy comprehensive evaluation method combined with analytic hierarchy process(AHP)based on the actual market data of Yunnan.
