Fast economic globalization development has increased various types of connections between cities. To realize the smart development of cities, not only the internal factors of innovation but also the external network effects, mutual contacts and cooperation of each other should be strengthened. In the view of urban network theory, this paper uses the social network analysis method to define the position and function of the intelligent city in the urban network as its external intelligence, constructs the intelligent city network based on 193 pilot intelligent cities in China in 2016, by using the data of the headquarters of main enterprise and the location of branch office, and probes into the influence and mechanism of the external intelligence of the smart city on the evaluation of internal intelligence performance. It is found that, the out-degree, in-degree, structural hole and reciprocity of intelligent cities in the network all have a significant impact on the evaluation results of their internal intelligence. In order to enhance the comprehensive competitiveness, the new intelligent city should identify its own network positioning, strengthen the connection and cooperation with other cities, form the internal and external linkage, and realize the various goals of the development of the intelligent city.
