农村基础设施建设绩效助推乡村振兴进程的实证研究——基于2016-2018年全国抽样村庄的跟踪调查

An empirical study on the performance of rural infrastructure construction to boost the process of Rural Revitalization——Based on the follow-up survey of national sample villages in 2016-2018

农村基础设施建设是助推乡村振兴的必然要求和重要保障,本文从农村公路网、水利网和电力网三个侧面衡量2017-2018年农村基础设施的建设绩效。总体而言,农村公路网建设数量缓慢但持续增长,公路“户户通”建设有待加强。近六成村庄没有通公交,公交网建设水平亟待提高。村庄基本实现电网全覆盖,但拥有电站的村庄不足两成。八成村庄已通自来水,自来水为主要用水来源的农户近六成,拥有水库的村庄不足四成。调查结果还表明,近七成农民认可近年来的基础设施建设,但有近四成的农户对自来水质量评价不高。因此,要统筹农村基础设施的规划,围绕建设美丽乡村的具体目标,对于农村既有基础设施加以维护,整合扶贫资金,建立健全农村基础设施投资机制,提升农村基础设施建设的质量,加速实现乡村振兴的目标定位。

Rural infrastructure construction is an inevitable requirement and an important guarantee to promote rural revitalization.This paper measures the performance of rural infrastructure construction in 2017-2019 from three aspects of rural road network,water conservancy network and power network.Generally speaking,the number of rural road network construction is slow but continues to grow,and the construction of"household to household"rural road needs to be strengthened.Nearly 60%of villages do not have public transportation,so the construction level of public transportation network needs to be improved.The whole power grid is basically covered in villages,but less than 20%of villages have power stations.Eighty percent of the villages have access to tap water,nearly 60 percent of the farmers who use tap water as the main source of water,and less than 40 percent of the villages with reservoirs.The results also show that nearly 70%of the farmers approve the infrastructure construction in recent years,but nearly 40%of the farmers do not have a high evaluation on the quality of tap water.Therefore,we should make overall plans for rural infrastructure,maintain the existing rural infrastructure,integrate poverty alleviation funds,establish and improve the investment mechanism of rural infrastructure,improve the quality of rural infrastructure construction,and accelerate the goal of Rural Revitalization.
