山西省蒲县“道德银行”的实践与思考

Practice and Reflection on Pu County of Shanxi “Moral Bank”

打好精准脱贫攻坚战是实施乡村振兴战略的优先任务,为了激发农民在脱贫攻坚和乡村振兴过程中的内生动力,山西省蒲县率先施行了“道德银行”。蒲县“道德银行”注重扶志扶智,建立了正向激励机制。文章在对其组织建设、制度建设、激励回报政策、运行情况等方面全面总结的基础上,运用归纳分析的方法,从实践上分析了“道德银行”实施过程中存在亟待解决的问题,并针对性地从运行机制、资金来源、功能定位、队伍建设等方面提出了相关发展路径。研究发现,蒲县“道德银行”是脱贫攻坚工作的有效抓手,是乡村振兴的资源基础与思想基础器。

Poverty alleviation is the priority task of rural revitalization.In order to stimulate the endogenous power of farmers in the process of poverty alleviation and rural revitalization,Pu county of Shanxi Province took the lead in implementing the“moral bank”.Pu county“moral bank”focuses on supporting ambition and wisdom,and establishes a positive incentive mechanism.Based on the construction of its organization,system construction,incentive reward policy,operation condition,this paper uses the method of inductive analysis to analyze the problem to be solved in the process of implementing“moral bank”,and proposes the relevant development path from the aspect of operation mechanism,capital source,function orientation and team construction.The research finds that the“moral bank”in Pu county is an effective way to fight poverty and a resource and ideological basis of rural revitalization.
