“资产为本”模式下贫困农村发展策略分析——基于东北地区X村的调查研究

Assets-Based Developmental Strategic Analysis of Poor Rural Areas: Based on the Investigation of X Village in Northeastern China

东北老工业基地在我国现代化进程中贡献了卓越力量,创造了大量经济财富。但改革开放以后经济发展缓慢,在乡村振兴的战略背景下,部分农村连片地区仍处于贫困状态。本研究采用科学的社会调查方法前往贫困村进行实地走访和调研,发现其在自然资源、产业经济、人口及社会组织方面的基本情况及特点,总结脱贫发展中“发展性思想匮乏、发展主体缺位、发展动力不足以及发展资源匮乏”的现实原因。结合文献研究和实际状况,在“资产为本”优势视角理念指导下,提出“增强村民发展性观念、进行农村关系驱动、挖掘农村资本、加强村民内在能力建设”的农村脱贫发展路径,助力东北地区贫困村的脱贫发展。

The old industrial bases in Northeast China have contributed to the great strength of China's modernization process and created a large amount of economic wealth.However,after the reform and opening up,the economic development is slow.Under the strategic background of rural revitalization,some rural contiguous areas are still in poverty.Based on-the-spot visits and investigations,this paper discovers their basic conditions and characteristics in natural resources,industrial economy,population and social organization,and sums up their practical reasons in the process of poverty alleviation and development,including the lack of developmental ideas and the lack of developmental subjects,as well as the lack of motive force of development and the short of development resource.Based on the literature research and actual conditions,under the guidance of the concept of“asset-based”advantages,the paper proposes a rural poverty alleviation development path that“enhance the development concept of villagers,drive rural relations,tap rural capital,and strengthen the inner capacity of villagers”to help the poverty alleviation and development in poor villages in this region.
