我国创新创业政策绩效评价研究

Research on Performance Appraisal of Innovation and Entrepreneurship Policy in China under the Guidance of Public Policy

近年来学者们对创新创业政策绩效及其评价指标体系较为关注并展开讨论。采集了创新创业政策文本和期刊相关论文,利用文献计量和5E评价等方法研究创新创业政策绩效。结果显示:政策对科技与教育领域实践覆盖面较为全面,但带动相关学术文献未能兼顾各行各业;政策地域公平性并没有体现到学术文献中;政策的高关注度并没有带动学术文献的高层次研究;学术文献对政策文本的转化效率低且转化时间长。

Starting with the call of"mass entrepreneurship and innovation"issued by Premier Li Keqiang in 2014,a series of policies have been issued from the central government to the local government to promote innovation and entrepreneurship in all walks of life.These policies not only promote innovation and entrepreneurship,but also cause scholars to discuss the performance of innovation and entrepreneurship policy and its evaluation index system.This paper collects the innovation and entrepreneurship policy texts and related journal papers,and studies the performance of innovation and entrepreneurship policy by using bibliometric methods and 5E evaluation method.The results show that:the policy coverage of practice,science and education is comprehensive,but it fails to promote academic literature to research all walks of life;the policy regional equity has not been implemented in academic literature;the high attention of policy has not led to high-level research of academic literature;and the conversion efficiency of academic literature to policy text is low and the conversion time is long.
