现代金融基础设施体系建设的着力点

FOCUSES OF MODERN FINANCIAL INFRASTRUCTURE SYSTEM CONSTRUCTION

作为现代金融体系的稳固"底盘",金融基础设施已被列入中国经济发展的顶层设计。经过多年发展,中国金融基础设施框架基本成型,硬件设施门类齐全,制度软约束与时俱进,但在金融监管、法制建设、市场运行等方面仍存在一些缺陷。下一步金融基础设施建设应着重加强统筹监管,强化部门协调;加快专门立法,完善法律环境;加速机构改革,促进市场整合;加大设施供给,配合金融创新。

As a stable "chassis" of the modern financial system, financial infrastructure has been included in the top-level design of China’s economic development. After years of development, the financial infrastructure framework of China has been formed basically, the hardware facilities are complete, and the soft constraints of institution are advancing with the times. However, there are still some shortcomings in financial regulation, legal construction and market operation. The next step of financial infrastructure construction shall focus on the strengthening of overall supervision, the formation of departmental coordination, the acceleration of special legislation, improving of legal environment, the acceleration of institutional reform, the promotion of market integration, the increase of facilities supply, and the coordination of financial innovation.
