改革开放40年国土空间规划治理的回顾与展望

The Review and Prospect of Spatial Planning and Governance in the Past 40 Years of Reform and Opening-up

长期以来,如何破解多部门规划的重叠与冲突一直是国土空间规划治理改革的核心议题。本文基于部门视角重新审视了改革开放以来国土空间规划治理的演变轨迹、重叠冲突及其改革的相应举措,进而运用整体政府理论反思了当前国土空间规划在治理目标、外部治理手段和内部治理手段方面存在的挑战。研究认为,构建整体性机制以提升空间治理能力是国土空间规划治理改革的未来走向。为此需要协调开发与保护的关系以实现空间规划目标,构建规划治理体系的"四梁八柱",明确空间规划的横向整合与纵向协调机制。

For a long time, how to break the overlap and conflict of multi-department planning has always been the core issue of the reform of spatial planning and governance. Based on the departmental perspective, this paper re-examines the evolution process, the conflict presentation and the corresponding reform measures of spatial planning and governance since the reform and opening up, and then analyzes in detail the challenges of the current spatial planning in terms of governance objectives, external governance means and internal governance means by using the theory of holistic government. Research suggests that the improvement of spatial governance ability through the construction of holistic mechanism is the future direction of spatial planning governance reform. It is necessary to deal with the relationship between development and protection to achieve the goal of spatial planning,build "multiple pillars" of planning and governance system,and define horizontal integration and vertical coordination tools of spatial planning to respond.
