国土空间规划的国际经验及对我国的启示

Territorial Spatial Planning: International Experiences and Implications for China

随着自然资源部的建立,构建全国统一的空间规划体系势在必行。本文通过分析我国空间规划的现状与问题,总结国际空间规划体系的模式,包括其行政架构、法律体系和空间规划体系,并总结了国际空间规划中体现的均衡发展、集约发展、可持续发展的战略导向。最后借鉴发达国家经验,结合我国国情,从配套空间规划法律、构建统一的空间规划体系、贯彻战略导向的空间规划体系三个方面,为我国空间规划体系的构建提出建议。

As the Ministry of Natural Resources has set up, it is imperative to establish a unified national spatial planning system. By analyzing the status and problems of China’s spatial planning, this paper draws on the international model of the territorial spatial planning system, including its administrative structure, legal system and spatial planning system, and summarizes the strategic orientation of balanced development, intensive development and sustainable development in international spatial planning. Finally, based on China’s national conditions, study the experience of developed countries from the flowing aspects: supporting spatial planning law, constructing a unified spatial planning system, and implementing a strategically oriented spatial planning system, which we propose suggestions for the construction of China’s territorial spatial planning system.
