试析韩国海洋安保及治理体系

ROK’s Martime Security and Governance System

21世纪蓝色经济成为全球经济新的增长点,海洋相关产业成为国际竞争的重要领域,维护海洋安全是开发海洋资源的保障。韩国政府重视海洋安保和治理体系的构建,统筹规划海洋政策与法规,兼顾海洋生态、文化、经济效益。韩国政府强化对海洋空间规划与管理的法制建设,为可持续开发与利用海洋空间提供技术支持,同时完善危机管理制度以应对海上治安问题及海上恐怖活动,构筑海警与海军统一管理的综合海洋安保体系。

The“blue economy”has become a new focus of global economy in the 21st century with the marine industry becoming an important arena for the international competition.Maintaining maritime security serves for the development of marine resources.The ROK government attaches importance to the construction on the maritime security and governance system by planning maritime policies in an overall way with the consideration of the ecological,cultural economic benefits of marine industry,in order to strengthen the laws relating to marine space planning and management and provides the technical support for the sustainable development and utilization of marine space.The crisis management system is improved to deal with maritime security issues and combat terrorist activities,and comprehensive maritime security system under the management of maritime police and navy is also built up.
