An Analysis of Japan’s Tactics of Strategic Communication in Conducting the ODA

ODA即政府开发援助,是日本等发达国家向发展中国家提供的一种经济发展援助,在战后日本外交中发挥了重要作用。它属于双边但又能影响多边,既聚焦经济,又具有政治外交效应。近年,在战略性外交和战略性外宣框架下,结合国内外环境变化,日本不断推进ODA改革,通过官民沟通、内外贯通等措施,增强了ODA服务国家安全战略、外交战略的功能,其传播工作在指导理念、体制机制、方式方法等方面均发生深刻变化,这些转型产生了多方面效应。

The governmental development assistance(ODA),as a way of economic development assistance provided by Japan and other developed countries to developing countries,has played an important role in Japan’s diplomacy after the war.It is linked with the bilateral level and can influence the multilateral level,and its focus on economy also produces political and diplomatic effects.In recent years,with the changes of the environment both at home and abroad,Japan has continuously promoted the ODA reform under the framework of strategic communication and public diplomacy,with profound changes in guiding ideas,institutional mechanisms and means of implementation.Through the coordination between the government and non-governmental institution,Japan’s strategic communication has been strengthened in serving the national security strategy and diplomacy and produced a variety of effects.
