Research on Management of Ready-mixed Concrete Industry in Hubei Province

为了明确预拌混凝土管理可能面临的困难,针对当前预拌混凝土发展过程中出现的问题,结合商务部颁布的《关于"十三五"期间加快散装水泥绿色产业发展的指导意见》(商流通发[2016] 354号),依据建筑业相关法律法规及技术标准规范,对预拌混凝土全过程管理进行深入研究。针对预拌混凝土行业发展中存在的企业资质管理问题、质量安全生产问题、环境污染问题,以及市场行为监管问题等,进行调取相关文献调研和湖北省实地调研,在获取调研数据的基础上分析该类问题存在的根本原因,并提出了文中所调研问题的优化措施,为行业监管提供一定的指导。

In order to clarify the difficulties that may be faced in the management of ready-mixed concrete,in light of the problems arising in the development of the ready-mixed concrete,in conjunction with the "Guiding Opinions on Accelerating the Development of Bulk Cement Green Industry during the 13 th Five-Year Plan" promulgated by the Ministry of Commerce in 2016,the whole process management of ready-mixed concrete is studied in the construction industry related laws and regulations and technical standards.Aiming at the problems of enterprise qualification management,quality and safety production,environmental pollution,and market behavior supervision in the development of ready-mixed concrete industry,it conducts relevant literature research and field research in Hubei Province,and analyzes on the basis of obtaining survey data.The root causes of such problems existed,and the optimization measures of the problems investigated in the paper are put forward,and a ready-mixed concrete management system based on green development is formed to provide certain guidance for industry supervision.
