德尔菲法与层次分析法构建预防接种工作人员能力评价指标的研究 被引量:1

摘要 目的探讨德尔菲法与层次分析法构建预防接种工作人员能力评价指标的效果。方法使用本研究工作组自行设计的问卷,从2016年12月-2017年11月之间对北京市范围内直接或间接从事预防接种工作的23名专家采用德尔菲专家法进行咨询,筛选指标,使用层次分析法确定指标权重,建立预防接种工作人员核心能力评价指标体系。结果全部参与咨询的专家均对问题进行回答,问题反馈率为100.00%,两轮咨询专家的权威系数分别为0.850和0.887,两轮咨询的专家意见协调系数差异均有统计学意义(χ^2=35.681、30.005、66.714、32.367、79.725、34.289,均P<0.05),经过两轮专家咨询,形成预防接种工作人员能力评价指标体系,包括一级指标5项,二级指标15项,三级指标64项,全部指标的重要性平均分在3.12~4.97,满分比例在30.43%~91.30%。结论依据科学理论构建的预防接种工作人员能力评价指标体系具有比较高的可靠性与科学性,对于预防接种工作人员的任用、培训、选拔和评价等提供了可以量化考评的依据,值得在工作中使用。 Objective To explore the effect of using Delphi method and analytic hierarchy process to construct the evaluation index of vaccination staff ability. Methods Using the questionnaire designed by the research team, from December 2016 to November 2017, Delphi expert consultation was conducted on 23 experts who were directly or indirectly engaged in vaccination work in Beijing. The core capacity evaluation index system for vaccination staff was establishing by screening indicators, and determining indicator weights by using analytic hierarchy process. Results All the experts involved in the consultation answered the questions, and the feedback rate was 100.00%. The authoritative coefficients of the two rounds of consulting experts were0.850 and 0.887 respectively. The difference in coordination coefficient of the expert opinions of the two rounds of consultation was statistically significant(χ^2=35.681, 30.005, 66.714, 32.367, 79.725, 34.289, all P<0.05). After two rounds of expert consultation,an indicator system for the capacity of vaccination staff was formed. It includes five first-level indicators, 15 second-level indicators, and 64 third-level indicators. The average scores of all indicators are between 3.12-4.97, and the full scores are between 30.43%-91.30%. Conclusion The vaccination staff capacity evaluation index system constructed according to scientific theory has relatively high reliability and scientificity, which provides a basis for quantitative assessment of appointment, training,selection and evaluation of vaccination staff, and is worthy of use in the work.
