原则与例外：电子文件归档的单套制与双套制选择

Principle and Exception:The Choice between Single-set System and Dual-sets System for Electronic Records Filing

针对我国当前电子文件归档的单套制和双套制两种模式并存的情况,结合实地调研所遇到的有关电子文件归档模式的选择困扰,论文从管理对象与管理原则出发明确了电子文件归档的要义,即电子文件归档须以电子文件为对象并充分尊重维护其电子的原始状态,提出应以单套制为原则;分析了我国双套制归档的推行情况,指出双套制面临着前端业务办理电子化和世界范围数字转型的巨大冲击,已不能适应时代的发展,凸显出资源浪费、效率低下、管理混乱等弊端;强调了在无纸化过渡与转型进程中,电子文件归档应充分尊重文件形成时的原始状态,在常态下以单套制为原则和在特殊情况下以非硬拷贝式的双套制为例外。

In view of the coexistence of single-set system and dual-sets system,which is the current situation of electronic records filing in China,and by field research combined with the confusion about the choice of electronic records filing,this article clarified the main idea of electronic records filing by discussing the object and the principle of records management.That is to say electronic records filing must take electronic documents as object and respect the original states of records as much as possible.So,it put forward to make the single-set system be the principle of electronic records filing.It analyzed current situation of dual-sets system filing in China,and pointed out faced with the business digitization and worldwide digital transition,the dual-sets system is not able to adapt to the social development,which causes many shortages such as wasting resources,reducing efficiency,making the management disordered and so on.It also emphasized that in the paperless process,electronic records filing must respect the original conditions of the documents in their forming phase,so in normal case electronic records filing should take the single-set system as principle while in special case take the dual-sets system as exception.
