非公有制企业工会改革的实践与思考——以上海市宝山区为例

Practice and Thinking of Trade Union Reform in Non-public Enterprises——based on Baoshan Federation of Trade Unions, Shanghai

群团改革以来,上海市宝山区推动工会改革向基层延伸,围绕依法建会、依法管会、依法履职、依法维权,有效破解非公有制企业工会瓶颈难题,凝炼形成“顾村经验”。本文系统梳理了上海市宝山区非公有制企业工会改革的发展实践,概括总结了改革的基本内容、经验启示,阐述了深化改革的展望思考和措施建议。

Since the mass group reform,Baoshan District of Shanghai has promoted the reform of trade unions to the grassroots level.Especially,Baoshan District refined“Gucun Experience”which focuses on trade unions construction,trade unions management,duties performing,rights safeguarding all in accordance with the law.This paper first systematically combs the practice path of union reform in non-public enterprises in Baoshan District.Then it summarizes the basic content,characteristics and inspiration of the reform.At last the paper analyzes and discusses the causes and measures for deepening reform.It is valuable and significant in strengthening the construction of grassroots level trade unions and advancing the reform of grassroots level trade union reform in the new era.
