基于ISM的社区托幼服务项目政社合作效果影响因素层次结构研究

Study on Hierarchy of Factors Influencing the Effect of Political and Social Cooperation in Community Childcare Service Project Based on ISM

采用解释结构模型原理,构建影响社区托幼服务项目政社合作效果的因素层级递阶结构模型,明确社区托幼服务领域政社合作发展的基础条件、重要影响因素及重要标尺,最后通过对解释结构模型的分析得出:社会共识与法律法规缺乏是影响社区托幼服务政社合作效果的基础性因素;权责关系不清、合作流程不清晰、市场机制不完善是影响社区托幼服务领域政社合作效果的重要因素;公共资金投入不足、项目目标不清晰、合作双方合作意愿不强、社会组织发展滞后、社工人才队伍不足、参与主体的价值偏好这几个方面是影响政府与社会组织合作效果的重要标尺。

Using the principle of Interpretative Structural Models,the hierarchical structure model of the factors affecting the cooperation between the government and the child care services in the community is constructed,and the basic conditions,important influencing factors and important scales that lead to the cooperation and development of the child care services in the community are identified.Finally,through the analysis of the interpretation structure model,it is concluded that the social consensus and the lack of laws and regulations are two basic factors affecting the cooperation effect of community child care services.Unclear power and responsibility relationship,unclear cooperation process and imperfect market mechanism are important factors affecting the cooperation effect between the government and social organizations in the field of community childcare services.The lack of public capital investment,the unclear project objectives,the weak willingness of cooperation between the two parties,the lagging development of social organizations,the shortage of social workers,and the value preference of the participating entities are important yardsticks that affects the effectiveness of cooperation between government and social organizations.
