俄罗斯实施“2024年发展规划”面临的任务与问题

Tasks and Problems Faced by Russia in Implementing "2024 Development Plan"

根据俄罗斯总统普京的“新五月指令”,俄罗斯政府围绕经济增长、人口因素、投资和创新制订了未来六年(2018-2024)的发展规划即《俄罗斯政府2024年基本发展规划》,力图在新的周期里实现俄罗斯经济的“跨越式”发展。虽然发展规划将任务和完成办法进行了细化,但在当前的宏观经济大背景下,俄罗斯要实现规划目标将面临国内外一系列的问题与挑战,包括联邦政府的财政可持续性、地方债务及经济制裁等都是限制“规划”实现的重要因素。因此,厘清问题才能“对症下药”,从而解决问题,这是俄罗斯实现发展的重要前提。

According to Russian President Putin's"May Directive",the Russian government has drawn up a strategic plan for the next six years focusing on economic growth,population factors,investment and innovation,in an effort to achieve"leapfrog"development of the Russian economy in the new cycle.The"Development Plan"details the tasks and methods of completion.However,under the current macro-economic background,Russia will face a series of problems and challenges both at home and abroad to achieve the planning objectives,including the financial sustainability of the federal government,local debts and economic sanctions,which are all important factors limiting the realization of the"Plan".Therefore,only by clarifying the problem can we"suit the remedy to the case"and thus solve the problem,which is an important prerequisite for Russias development.
