民办公益图书馆参与PPP模式探析

Analysis of the Participation in PPP Model of Non-governmental Public Library

民办公益图书馆有利于缓解公共图书馆服务供给不足的压力,是开展全民阅读活动、建设学习型社会的有生力量。其在发展中面临着财物资源短缺、人力资源不足等困境。为化解其发展困境,民办公益图书馆需要参与PPP模式。本文就民办公益图书馆参与PPP的模式类型和应注意的问题进行了探讨。

Non-governmental public libraries are conducive to alleviating the pressure of insufficient service supply of public libraries.They are also a powerful force in carrying out reading activities for the whole people and building a learning society.In its development,it is faced with the predicament of shortage of financial resources and human resources.In order to solve its development dilemma,non-governmental public libraries need to participate in PPP model.This paper probes into the types and problems of PPP mode of non-governmental public libraries.
