From Decentralization to Integration——The Mechanism of Network Comprehensive Governance and Its Limits

肇始于社会治安领域的综合治理原则,目前已经成为网络治理的国家方略。面对复杂的网络治理任务,网络治理呈现出从分散到综合的趋势,但理想和现实之间的差距仍然较大,网络治理及其资源的综合依然存在诸多限制,其中主要是治理主体的主动性和积极性不足,协同合作以短期性和浅层次为主,综合治理未必带来更大的治理力度,专项整治存在运动式治理的弊端。如何更好地盘活和整合各方面的资源、力量和手段,既是未来网络综合治理体系构建及其发展必须努力解决的问题,也是网络综合治理需要继续探索的问题。

The principle of comprehensive governance that originated from the field of social security has now become a national strategy for network governance. This paper analyzes the main obstacles to the actual operation of network comprehensive governance by examining the network governance practices in recent years. Facing the highly complex network governance tasks, network governance presents a trend from decentralization to integration.However,the gap between the ideal and reality still exists. There are still many restrictions on the integration of network governance and its resources, mainly lies in the main body of governance. Initiatives and enthusiasms are insufficient, and cooperation is short-term and on shallow levels. Comprehensive governance does not necessarily lead to greater governance. Special rectification has the drawbacks of the campaign-style governance. How to better revitalize and integrate all aspects of resources, strengths and means is a problem that must be solved in the future construction and development of the network comprehensive governance system. It is also a problem that the network comprehensive governance needs to continue to explore.
