以人民健康为中心 推进分级诊疗制度

维护和促进人民健康是党的根本宗旨和执政理念在卫生健康领域的集中体现。分级诊疗制度的核心是优化卫生资源配置,提高医疗服务供给质量,维护和促进人民健康。推进分级诊疗制度建设必须以人民健康为中心。文章结合当前分级诊疗制度的实施状况和存在问题,从供方、保方、需方三个角度,探讨了构建整合型、一体化优质医疗服务体系;改革医保制度发挥医保的经济杠杆和调节作用;提高公众健康素养,加强公众的服务参与等推进分级诊疗制度。

Maintaining and promoting people’s health embodies the fundamental purpose and governing philosophy of the Communist Party of China in the field of health. The core of the hierarchical medical system is to optimize the allocation of health resources, improve the quality of medical services, maintain and promote people’s health. It is necessary to focus on people’s health in the promotion of the hierarchical medical system. This paper analyzes the status and problems in the implementation of the hierarchical medical system, and then puts forward the following measures to promote the hierarchical medical system from the aspects of the supplier, the insurer and the demander: building an integrated and high-quality healthcare provision system, reforming the medical insurance system to give full play to its role as economic lever and regulator, improving the health literacy of the public and promoting participation of the public.
