地方高校科技成果转化绩效影响因素研究——以辽宁省30所高校为例

Research on the Influencing Factors of the Transformation Performance of Scientific and Technological Achievements of Local Colleges and Universities:Take 30 Universities in Liaoning Province as An Example

促进高校科技成果转化是高校提升学术竞争力,落实创新驱动发展战略和服务经济社会发展的有效路径。在对辽宁省30所地方高校科技管理者和工作者问卷调查基础上,对地方高校科技成果转化绩效现状及其影响因素进行了实证考察与结构方程模型检验。结果发现,被调查人员对辽宁省地方高校科技成果转化绩效评价不高,地方高校科技成果转化是资金链、政策链、创新链、产业链等综合协同、有机互动的过程。任何一个环节的衔接不畅或迟滞都会制约科技成果转化绩效。高校科技成果供给、企业科技吸纳在科技中介服务、经费投入、制度保障和科技成果转化绩效之间发挥中介作用。基于此,从推进制度、组织协同和优化科技中介服务等层面提出了提升地方高校科技成果转化绩效的对策建议。

Promoting the transformation of scientific and technological achievements in colleges and universities is an effective way to enhance academic competitiveness, implement innovation driven development strategy and serve economic and social development. Based on a questionnaire survey of science and technology managers and workers of 30 local colleges and universities in Liaoning province, this paper makes an empirical study and structural equation model test on the status quo of science and technology achievements transformation performance and its influencing factors in local colleges and universities. The results show that the subjects do not evaluate the achievements of the transformation of scientific and technological achievements of local colleges and universities in Liaoning province. The transformation of scientific and technological achievements of local colleges and universities is a process of comprehensive coordination and organic interaction, such as capital chain, policy chain, innovation chain and industrial chain. The unsmooth or sluggish connection of any link will restrict the transformation performance of scientific and technological achievements. The supply of scientific and technological achievements in colleges and universities and the absorption of enterprise technology play an intermediary role in scientific and technological intermediary services, financial investment, institutional guarantee and the transformation performance of scientific and technological achievements. Based on this, this paper puts forward countermeasures and suggestions to improve the transformation performance of scientific and technological achievements in local universities from the aspects of promoting system, coordinating organization and optimizing science and technology intermediary service.
