摘要
高技术产业以其特有的创新性、战略性等优势成为经济发展的动力和引擎.以广义DEA模型为基础,首先测算了中国其中27个省市自治区高技术产业的创新效率,然后分别应用激进型、平均型和保守型效率测算方法对27个省市自治区高技术产业2007-2016年的创新效率进行研究,并对中国七大城市群高技术产业创新效率进行分析.研究结果表明:1)平均型效率测算方法得出的结果更接近实际值;2)中国高技术产业整体创新效率呈现先降后升的变化趋势;3)省际间高技术产业创新能力差距较大,呈现"东强西弱"的特点;4)尽管中部地区创新效率仍低于东部地区,但近几年有明显改善;5)七大城市群中,京津冀和成渝城市群发展潜力巨大,而哈长城市群则应借助国家振兴东北老工业基地的契机扭转效率低下的局面.
The high-tech industry has become the driving force and engine of economic development with its unique innovative and strategic advantages.Based on the generalized DEA model,the innovation efficiency of high-tech industries in 27 provinces,municipalities and autonomous regions in China was first measured,and then the radical,average and conservative efficiency measurement methods were applied to 27 provinces,municipalities and autonomous regions in high-tech industries from 2007 to 2016.The research on the innovation efficiency of the year and the analysis of the innovation efficiency of the high-tech industries in the seven major urban agglomerations in China.The results show that:1)the average efficiency measurement method is closer to the actual value;2)the overall innovation efficiency of China’s high-tech industry shows a trend of first drop and then rise;3)interprovincial high-tech industry innovation ability gap is large,showing the characteristics of"East and West Weak".4)Although the innovation efficiency of the central region is still lower than that of the eastern region,it has been improved significantly in recent years;5)Among the seven urban agglomerations,the development potential of the Beijing-TianjinHebei and Chengdu-Chongqing urban agglomerations is huge,while the Ha-chang urban agglomeration should rely on The opportunity for the country to revitalize the old industrial base in Northeast China to reverse the inefficiency.
