基于模糊优选法的区域文化创意产业绩效评价研究 被引量:6

Performance Evaluation of Regional Cultural and Creative Industries based on Fuzzy Optimization

摘要 基于2015年中国各省份(直辖市)面板数据,利用改进的模糊优选法,从投入-产出角度分别测度各省份(直辖市)的文化创意产业绩效.研究结果表明,国内15个省份(直辖市)的优度值均小于0.6,产业绩效为中等偏下;在综合绩效排名前十的省份(直辖市)中,东部地区占70%,中西部地区仅占30%;资本投入与成果产出绩效排名与综合绩效排名悬殊较大,资源配置不合理.因此,未来中国文化创意产业政策调整的重点在于:形成强劲的文化创意产业动力带;缩小东西部发展差距,实现合作共享与资源开发;改善生产要素配置效率,促进产业健康有序发展. Based on panel data of provinces&municipalities directly under China’s central government in 2015,the paper makes the calculation of performance level in terms of the cultural and creative industries in China by using the improved fuzzy optimization method.The research results show that among 15 provinces&municipalities directly under the central government,their performances axe lower than average because goodness values axe less than0.6.Furthermore,among the top 10 provinces&municipalities directly under the central government,the eastern regions account for 70%,while the central and western regions account for only 30%.Thirdly,there is the great disparity between performance rank of both capital input and outcome output and comprehensive performance rank owing to the unreasonable resources allocation.Therefore,the policy adjustment of Chinass cultural and creative industries should be given in the future.For one thing,there should be the strong dynamic belt of the cultural and creative industry.For another,the development gap between the east and the west should be narrowed so as to realize the cooperation,sharing and developing resources.Finally,the allocation efficiency of production factors should be improved in order to promote the healthy and orderly development of China’s cultural and creative industries.
