历史上国内外正反两方面的典型案例表明,必须牢牢掌握意识形态工作领导权。新时代能否掌握意识形态工作领导权至少涉及"九个事关":事关能否巩固马克思主义在意识形态领域的指导地位;事关广大党员、领导干部和群众能否牢固树立中国特色社会主义共同理想和共产主义远大理想,能否崇尚和践行社会主义核心价值观;事关对中国共产党执政地位的认同;事关培养什么样的中国人的问题;事关党的路线方针政策的普及程度,进而决定党的路线方针政策的落实效果;事关我们是否具有强大的理论创新能力;事关我国的国际形象和国际舆论环境的优劣;事关我国社会主义现代化建设成效的大小;事关我国的意识形态安全、政治安全、制度安全、政权安全,进而事关我国社会主义现代化进程的顺或逆。要牢牢把握意识形态工作领导权,需要重点做好7个方面的工作:深入学习党的十八大以来习近平总书记关于意识形态工作的系列重要讲话精神,解决好指导思想问题;抓好意识形态工作责任制的贯彻落实,解决好有组织负责和有关键人负责的问题;按照《宪法》及其他法律法规的有关规定,搞好意识形态领域的执纪执法,敢于"亮剑",解决好惩处和震慑问题;加强对攸关意识形态安全的重大基础理论问题的深入研究,解决好理论功底问题;创新意识形态工作方式,提高话语艺术,解决好技术技巧问题;提高管网用网能力,解决好变最大的挑战为最大的机遇的问题;建设一支专、兼、自相结合的宏大的意识形态工作队伍,形成宣传思想政治工作的强大合力,解决好事有人干的问题。
