中国城乡融合发展水平测度研究

Research on measurement of urban-rural integration development level

城乡融合发展是实施乡村振兴战略的核心内容之一,乡村振兴需要充分了解城乡融合的情况,并据此制定实施城乡融合的总体战略与政策。中国各地区城乡融合发展的水平存在较大差异,只有充分了解各地区城乡融合的差异,才能更好地制定实施城乡融合的区域差异战略与政策。本文从城乡融合发展的前提、城乡融合发展的动力、城乡融合发展的结果 3个维度选取了28个指标构建了城乡融合发展综合水平指标体系,基于2007~2016年的数据,使用横纵向拉开档次法对中国全国总体以及30个省市的城乡融合发展综合水平进行了测度,得出了中国城乡融合发展综合水平的空间分布状况以及区域间的差异,并进一步给出提高城乡融合发展水平的对策建议。主要结论包括:一是中国城乡融合发展综合水平与经济发展水平整体上保持了一致,整体上不断提高;二是发达地区的城乡融合水平整体上高于欠发达地区;城乡在各个领域中差异发达地区高于欠发达地区;四是城乡融合动力的水平高于融合前提与融合结果的水平;在货物周转量、旅客周转量、农业技术流动、农业机械动力、互联网普及、医疗水平等方面城乡融合水平较高。

The city and rural areas are a unity,only the coordinated development of the two can support each other.In view of the unbalanced and uncoordinated development between urban and rural areas in China,the full implementation of rural revitalization is not only a major strategy to promote urban-rural integration and sustainable development,but also an inevitable choice to solve the three rural problems and build a moderately prosperous society in all respects.Promoting integrated urban and rural development can not only solve the unbalanced and uncoordinated problems in China’s development,but also promote the transformation and upgrading of China’s economy.In order to achieve rural-urban integration development,China should first measure the level of rural-urban integration development in various regions,and then implement policies adapted to local conditions to promote rural-urban integration development in various regions.This article from the premise of urban and rural integration development,the power of the development of urban and rural integration,the result of the development of urban and rural integration from three dimensions of 28 index constructs the comprehensive level of urban and rural integration development index system,based on the data from 2007 to 2016,using the method of horizontal longitudinal open class overall and 30 provinces and cities of China’s national urban and rural integration development measure,the comprehensive level of the development of Chinese urban and rural integration is obtained the comprehensive level of spatial distribution and regional differences.It is found that the comprehensive level of China’s urban-rural integration development is consistent with the level of economic development.At the same time,the author gives some Suggestions for the integration development of urban and rural areas.
