当前经济形势复杂,周期性因素引起的经济下行压力增大,因此近年来逆周期调控多次引起政策层和学术界的热烈讨论。自新中国成立以后我国逆周期财政政策经历了准备、萌芽、发展和成熟等一系列发展阶段,事实证明,我国逆周期财政政策在宏观经济调控中取得了巨大的成就。本文对每一阶段的经济背景、具体政策、政策评价进行系统剖析,以期为现阶段的经济形势提供镜鉴,并对逆周期财政政策的未来走势做出展望。

The current economic situation is complex, and the downward pressure on the economy caused by cyclical factors has increased. Therefore, in recent years, counter-cyclical regulation has caused heated discussion among policy and academic circles. Since the founding of New China, China’s countercyclical fiscal policy has undergone a series of development stages such as preparation, germination, development and maturity. Facts have proved that China’s countercyclical fiscal policy has made great achievements in macroeconomic regulation and control. This paper systematically analyzes the economic background, specific policies and policy evaluations at each stage, in order to provide a mirror for the current economic situation,and to forecast the future trend of countercyclical fiscal policy.
