党的十九届四中全会的胜利召开为坚定中国特色教育自信奠定了坚实的思想理论基础。中国特色社会主义制度和国家治理体系的显著优势、中国特色社会主义事业的伟大成就、推进国家治理体系和治理能力现代化、坚持中国特色社会主义办学方向是中国特色教育自信不断巩固和增强的重要前提。新时代背景下,实现高等教育治理现代化是国家治理现代化不可或缺的一部分,是打破高等教育发展瓶颈的关键,是贯彻落实党的十九届四中全会精神的需要,是全面提高教育质量、加快"双一流"建设的必然要求。以党的十九届四中全会精神为指导,推动高等教育治理现代化应以党的教育方针政策为引领、以教育法治为保障、以创新人才培养为关键、以社会主义先进文化为支撑。

The victory of the Fourth Plenary Session of the 19 th CPC Central Committee has laid a solid ideological and theoretical foundation for strengthening the confidence of education with Chinese characteristics.The significant advantages of the socialist system with Chinese characteristics and the national governance system,the great achievements of the cause of socialism with Chinese characteristics,the modernization of the national governance system and the governance capacity,and the adherence to the direction of managing a school of socialism with Chinese characteristics are the important prerequisites for the continuous consolidation and enhancement of the confidence of education with Chinese characteristics.Under the background of the new era,the realization of the modernization of higher education governance is an indispensable part of the modernization of national governance,the key to breaking the bottleneck of the development of higher education,the requirement to implement the spirit of the Fourth Plenary Session of the 19 th CPC Central Committee,and the inevitable requirement to comprehensively improve the quality of education and speed up the construction of the"double first-class".Guided by the spirit of the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,the modernization of higher education governance should be guided by the party’s educational policies,guaranteed by the rule of law in education,focused on the cultivation of innovative talents and supported by advanced socialist culture.
