英国大学理事会治理有效性研究——基于20所大学理事会治理有效性评估报告的解读

Research on the Governing Effectiveness of the Council in British Universities: Analysis based on 20 University Council Effectiveness Review Reports

在结合20份大学理事会治理有效性评估报告的基础上,阐述了英国大学理事会治理有效性评估的背景、主体、内容和方法,解读了英国大学理事会治理有效性的成效:符合外部治理文本要求、履行了理事会的职责和达成了理事会的既定目标,同时也分析了英国大学理事会在治理有效性上存在的结构性与非结构性问题。认为英国大学理事会的有效治理能为我国大学治理改革提供借鉴:出台大学治理政策文本、定期开展大学治理有效性评估、重视治理过程中的非结构性因素。

Based on a thorough analysis of council( court) governance effectiveness review( CGER)reports in 20 British universities, this paper firstly presents the background, review body, review criteria and review methods of the CGER in the UK. It then analyzes the positive outcomes of the CGER that include complying with key external governing policies, fulfilling the primary responsibilities of the council and reaching the intended targets of the council. This is followed by an analysis of some structural and nonstructural problems of the council. Finally, it argues that the effective governance of the university council in the UK could offer some experiences for China’s university governance reform: publishing university governance policies;conducting university governance effectiveness review periodically and highlighting non-structural factors in the process of university governance.
