浅析专利质量及提升路径——专利产出过程视角

知识产权战略的不断深入,专利强国目标的不断推进,使得我国在注重专利数量的同时,日益重视专利质量的提升。本文在梳理、分析国内外有关专利质量研究的基础上,界定了专利质量的内涵,并从专利产出的"三阶段"即发明创造、申请、审查过程中涉及的发明人、专利代理人、专利局审查员以及政府"四主体"角度提出影响专利质量的因素,并就此提出专利质量提升路径对策。
