In the cloud storage environment,the legitimate rights and interests of copyright owners face great challenges.In order to effectively regulate the"consumer use"and non-carrier communication behavior of works,we need to adopt a new"access control"mode.Maintaining the legitimate interests of copyright owners is the justification for the existence of the“access control”model,but the model itself is also risky.The ultimate goal of perfecting the“access control”model in the cloud storage environment is to achieve a balance of interests between the copyright owners and the public.
