基于协同理论的城市共享汽车发展问题

摘要 当代社会对城市共享汽车的治理需要结合共享汽车的本质特征。具有协同性、动态性、非线性、自组织性的协同理论,对于共享汽车问题治理具有重要的启发性和适用性。在协同治理的网络组织框架下,共享汽车的管理模式打破了原先零散、单一的系统功能与效用,有效实现多元的治理格局。从制度建设、权力结构、技术支持、组织体制等管理决策出发,构建“政府部门—社会公众—企业单位—维保部门”互动协同的网络系统,有利于推动共享汽车产业健康、可持续发展。 The governance of shared car needs to combine the car characteristics in this contemporary society.The collaborative theory with its unique collaborative,dynamic,nonlinear and self-organizing nature plays an important instructive and applicable role in the governance of car-sharing development.Under the framework of the collaborative governance network,the cycle-sharing management mode not only breaks the original scattered,single system function and utility,but it also effectively realizes the multiple governance patterns.This paper constructs an interactive and collaborative network system of government departments,the public,enterprise units and launch site from the perspective of system construction,power structure,technical support,organizational system,and other management decision in order to promote the healthy and sustainable development of car-sharing industry.
