鞍山市转型升级评价研究

摘要 利用2004-2016年的统计数据,从经济、社会、环境三方面测算鞍山市转型升级指数和经济、社会、环境转型三系统间协调水平可以看出鞍山市转型升级取得有效成就,经济转型指数增长最快且对整体转型促进作用最大,但过度依赖经济转型使得城市转型升级动力单一;鞍山市因社会和环境转型升级波动变化、不稳定导致转型升级的内部三系统的耦合协调度偏低,未能达到协调发展状态;鞍山市因经济转型升级缺乏科技创新推动导致城市竞争力不足。 Anshan of Liaoning Province is a typical iron and steel resource-based city in northeast China and it was an important steel production base of new China in history.Since the reform and opening up,after the adjustment and upgrading of the industrial structure,the traditional mode of relying on resources for development has been basically shaken off,and the industrial structure has entered a sound track.This study used the statistical data from 2004 to 2016 to calculate the transformation and upgrading index of Anshan and the coordination level among economic,social and environmental systems from the three aspects of economy,society and environment to evaluate and to analyze the transformation and upgrading of Anshan.The results show that:from 2004 to 2016,Anshan has made effective achievements in transformation and upgrading,with the fastest growth of economic transformation index and the biggest promotion effect on the overall transformation,but the over-reliance on economic transformation makes the urban transformation and upgrading a single driving force.Due to the fluctuation and instability of social and environmental transformation and upgrading in Anshan,the coupling and coordination degree of the three internal systems of transformation and upgrading is low,which fails to reach the coordinated development state.Anshan is lack of competitiveness due to the lack of the scientific and technological innovation promotion in the economic transformation and upgrading.
