新中国70年来在各个产业部门之间的比例关系协调、产业升级和产业分工发展等产业结构优化方面取得的巨大成就,是在半封建半殖民地的旧中国产业结构全面严重失衡的基础上取得的。诚然,这期间中国产业结构的发展曾经发生过挫折,但从总的发展趋势看,产业结构发生了两次巨变,产业结构优化方面取得了巨大成就。70年的实践证明,仅就优化产业结构来说,其最重要最直接的经验,就是能否正确处理速度与比例的关系。新中国成立后的实践表明,片面强调经济增长速度的重要性,忽视经济比例关系的协调的作用,从而导致经济发展遭受挫折。党的十八大以来是优化产业结构最好的时期,在科学发展观和新发展理念的正确指导下,我国优化产业结构取得新中国成立以来从未有过的卓越成就。

In seven decades of New China,great achievements in various aspects of optimizing industrial structure such as concert ratio among different sectors,industrial upgrading,and industrial division and development are made on the conditions of severe general imbalance in industrial structure of the semi-feudal and semi-colonial Old China.Even though there indeed occurred setbacks in the development of Chinese industrial structure during this period,the general development trend witnessed two radical changes in industrial structure and great achievements in optimizing the industrial structure.The practice of seven decades proves that in terms of industrial structural optimization,the most important and direct experience is whether or not the relationship between speed and ratio is correctly handled.The practice after the founding of New China indicates that biased emphasis of the importance of economic growth rate and neglect of concerted economic ratio lead to setbacks in economic development.The best age for industrial structural optimization is the period after the 18th Party congress.With the correct guidance of the scientific outlook on development and the new vision of development,our country made exceptional achievements in this age on optimization of industrial structure unprecedented since the founding of New China.
